Loan No. and Title: No. Reference Project No. 52083-002, Malolos-Clark Railway Project for Packages CP N-01, CP N-02 & CP N-03; Construction of Civil Structures: Viaducts, Bridges and Five Stations

Contract No. and Title: PB19-041-4, Malolos-Clark Railway Project for Packages CP N-01, CP N-02 & CP N-03; Construction of Civil Structures: Viaducts, Bridges and Five Stations

Deadline for Submission of Bids: at 10:00 a.m. on 10 May 2019

1. The Government of the Republic of the Philippines has applied for financing from the Asian Development Bank (ADB) toward the cost of the Malolos – Clark Railway Project. Part of this financing will be used for payments under the Contract cited below. Bidding is open to qualified Bidders from eligible source countries of ADB.

LOT NO. 1
Package CP N-01 Building and Civil Engineering Works for approximately 17Km of elevated rail viaduct including seven balanced cantilever bridges and two elevated steel framed station buildings.

LOT NO. 2
Package CP N-02 Building and Civil Engineering Works for approximately 16Km of elevated rail viaduct, including one extradosed suspension bridge and two balanced cantilever bridges. One elevated station building is also included.

LOT NO. 3
Package CP N-03 Building and Civil Engineering Works for approximately 12Km of elevated rail viaduct, including four balanced cantilever bridges. Diversions and training is required for approximately 1 kilometer stretch of the SapangBalen river. Two elevated station buildings are also included.

2. The Department of Transportation (DOTr) as the Employer, through its Procuring Agent, Procurement Service Department of Budget Management (PS-DBM), now invites sealed Bids from eligible Bidders for the construction and completion of the Works as broadly described above.

3. Bidders may bid for a single Package only, or for any combination of Packages.

Pursuant to ITB 35.4, the Employer shall evaluate and compare Bids on the basis of a single Package, or a combination of Packages, or as a total of Packages in order to arrive at the least-cost combination for the Employer, by taking into account discounts offered by Bidders in case of award of multiple contracts.

Discounts for multiple contractshowever, may only be offered by Bidders in the case of two or more of Packages 1, 2 and 3 being combined.

In accordance with ITB 14.4, any Discount offered by Bidders in the above cases and the methodology for its application, shall be stated under item (d) in the Letter of Bid.

4. The Employers evaluation shall include an assessment of the Bidders capacity to meet the following aggregated requirements as presented in the Bid. Bidders’ key qualifications are summarised in the Table below:

Financial Standing Average Annual Construction Turnover Bidder must have Average Annual Turnover of Over US$ One Billion (1,000,000,000) per package. [Ref: Item 2.3.2]
Available Financial Resources Bidder must have minimum available finances of US$ Sixty Million (60,000,000), per package. [Ref: Item 2.3.3]
Experience Contracts of Similar Value In the past ten years have substantially completed at least one project of over US$ Five Hundred Million (500,000,000).[Ref: Item 2.4.1]
Bid Security Bidder must be able to furnish a bank security of US$ Twelve Million (12,000,000) for each package.[Ref: ITB 19.1]
Resources Equipment to be Allocated Bidder must demonstrate that he has adequate equipment to meet, 1) the employer’s quality and safety requirements, and 2) project timelines; for each package. [Vol 2, Sec 6]
Personnel Assigned Bidder must demonstrate that he has adequate Staff to meet 1) the employer’s quality and safety requirements, and 2) project timelines; for each package. [Vol 2, Sec 6]
Specific Experience Viaducts Bidder must demonstrate he has experience of building Railway or Road viaducts of minimum length of 5km, including minimum of 2km using P.C. match-cast segmental span-by-span technique.*
Pre-stressed Concrete Bridges Bidder must have experience of building of pre-stressed concrete bridges using continuous balanced cantilever method of length not less than 200m.*
Cable Stayed Suspension / Extradosed Bridge Bidder must have experience at least one project including Cable Stayed Suspension / Extradosed Bridge (Applicable to Packages N-02 Only).*
Elevated Railway Station Bidder must have experience at least one project including an elevated railway station.*
Similar Climate Experience A similar contract (continuous Railway or Road) in similar climate (monsoon, wet & dry season) of minimum One Hundred Million US Dollar (US$100,000,000).*

5. Open competitive bidding will be conducted in accordance with ADB’s Single-Stage One-Envelope without Prequalification procedure and is open to all Bidders from eligible countries as described in the Bidding Document.

6. To obtain further information and to register for bid addendums, pre-bid conference and site visits, Bidder should contact the address indicated below from Mondays to Fridays during office hours from 8:00 AM to5:00 PM (GMT +8:00).

7. Bid Documents
 The following websites are available for downloading of Bid Documents, Tender Bulletins, Bid Addenda, Site Visit Information, etc.

 To purchase hard copies of the bidding documents in English, eligible bidders should write to the PS-DBM address above requesting the Documents for those Packages for which they wish to submit a Bid.

– Pay a non-refundable fee of Philippine Peso fifty thousand (PhP 50,000.00) for each set of Bidding Documents required, by cashier’s check made payable to “PROCUREMENT SERVICE”. Cash payments at the above address are acceptable subject to issuance of an authenticated official receipt.

8. Bid(s) shall be delivered

– To the address given at item 6 above
– On or before the deadline stated on page 1 above
– Together with the Bid Security(ies) as described in the Bidding Document(s).

Bids shall be opened in public in accordance with ITB 25 on the bid submission deadline stated above in the presence of those Bidders’ representatives who choose to attend.
