Invitation to Bid for the Provision and Installation of Central Split Type Air Conditioning System (including Testing and Commissioning), Phase I of NEUST Closed Gymnasium, NEUST Sumacab Campus, Sumacab Sur, Cabanatuan City

The Nueva Ecija University of Science and Technology through the University’s Trust Fund intends to apply the sum of Seven Million Nine Hundred Fourteen Thousand Two Hundred Sixty Pesos (Php7,914,260.00) being the Approved Budget for the Contract (ABC) to payments under the contract for the Provision and Installation of Central Split Type Air Conditioning System (including Testing and Commissioning), Phase I, NEUST Closed Gymnasium, NEUST Sumacab Campus, Sumacab Sur, Cabanatuan City. Bids received in excess of the ABC shall be automatically rejected at bid opening.

The Nueva Ecija University of Science and Technology through the Bids and Awards Committee (BAC) now invites bids for the Provision and Installation of Central Split Type Air-Conditioning System (including Testing and Commissioning), Phase I, NEUST Closed Gymnasium. The location of the project is at NEUST Sumacab Campus, Sumacab Sur, Cabanatuan City.

The specification of the project are the following:

A. Standard Design Conditioned
1. Space Temperature shall be 24ºC ± 2ºC
2. Humidity shall be 55% RH ± 10%
B. Equipment: Evaporator/Condenser System
1. Refrigerant Direct Expansion Type (R407C)
2. Air Cooled Condenser System
3. Outside Air Temperature 35ºC
4. Entering Air Temperature 29ºCDB/21.11ºCDB
5. Leaving Air Temperature 15.4ºCDB/14.2ºCDB
C. Capacity for phase I = 160 TR including pre-cooler system.
D. Supply of materials and labor air ducts (supply and return) AS PER SMACNA STD.
E. Supply of materials and labor of air conditioning field piping system, use hard drawn pipe.
F. Supply of materials and labor of electrical power system of 160 TR air conditioning system.
G. Power Supply 460V – 3 Phase – 60 Hz
TOTAL POWER UNIT = 250,000 watts

Completion of the Works required is seventy five (75) calendar days. Bidders would have completed a contract similar to the project. The description of an eligible bidder is contained in the Bidding Documents, particularly, in Section II, Instruction to Bidders.

Bidding will be conducted through open competitive bidding procedures using non-discretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and Regulations (IRR) of Republic Act 9184 (RA 9184), otherwise known as the “Government Procurement Reform Act”.

Interested bidders are required to present to the BAC original copies of the following documents on the scheduled dates for Receipt of LOI's stated hereunder:

1. Valid and Current Mayor’s permit/Municipal License
2. Valid Philippine Contractors Accreditation Board (PCAB) License
3. DTI Certificate of Business Name Registration/SEC Registration Certificate
4. Certificate of PhilGEPS Registration
5. Net Financial Contracting Capacity (NFCC) at least equal to the ABC
6. Certificate of BIR Registration
7. Statement of all ongoing government and private contracts within the relevant period, where applicable, including contracts awarded but not yet started, if any, whether similar or not similar in nature and complexity to the contract to be bid; and statement of the bidder's Single Largest Completed Contract (SLCC) similar to the contract to be bid in accordance with ITB Clause 5.4 of PBD.
8. Audited financial statements, stamped “received” by the BIR or its duly accredited and authorized institutions, for the immediately preceding calendar year, showing, among others, the total and current assets and liabilities
9. Tax Clearance Certificate

Bidding Documents shall be issued only to those bidders declared by the BAC to be eligible for the bidding upon payment of the applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB in the amount of P10,000.00.

Bids must be delivered on or before the deadline for the submission of bids and it must be accompanied by a bid security in any of the acceptable forms and in the amount stated in the Instruction to Bidders. The bids shall be opened in the presence of the bidders or their duly authorized representatives. Late bids shall not be accepted.

The Nueva Ecija University of Science and Technology (NEUST) reserves the right to accept or reject any or all bids, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders.
